Position Summary:

Berkeley Lab's Energy Technologies Area is seeking a Program Manager 4 to grow and lead its Sustainable Transportation Initiative. The initiative is an early-stage, interdisciplinary research program focused on radically improving the energy sustainability of transportation. The initiative will be a joint effort of LBNL and the Institute of Transportation Studies at UC Berkeley (ITS-Berkeley). Research under this initiative will cover a broad range of clean transportation technology development, systems analysis and modeling that spans engineering to economics, policy, social and environmental sciences, both in the US and internationally. Two core themes of research of the initiative are expected to be (1) Transportation system science focused on radically improving the energy intensity of the transportation system and (2) Modeling, analysis and technology development for large-scale electrification of transportation.

This position provides an exciting opportunity to work at a top-tier National Lab, interact with world-class faculty and Lab scientists, work on transformative solutions to climate change, and live in the heart of the San Francisco Bay Area.

This position will lead and manage responsibilities in creating, developing,  and growing the Sustainable Transportation Initiative.  Securing and managing funding for this work, including maintaining existing relationships and developing new relationships with funders, will be an important responsibility of this position.  Additionally, this position has 3 key areas of focus; Vision and Strategic Planning, Sponsor Outreach and Development and Proposal 

Development.

What You Will Do:

Vision and Strategic Planning:

·  Develop a vision for the Transportation Initiative within LBNL and the launch of a research center within Campus.

·  The vision will be jointly developed with the leadership of the initiative, and the Program Manager will need to draft and execute a fundraising plan. Particular questions to be addressed in building this vision is to identify key areas of competitive advantage, to see how to grow a new generation of leaders within the field at LBNL, and how to engage more vigorously with the Silicon Valley startup landscape as part of this initiative.

·  Identify milestones in creating this vision along with creating and executing the following; strategic plan, a communication strategy, a funding model, and the creation of advisory boards both scientific and administrative.

Sponsor Outreach and Development:

·  Responsible for working closely with key faculty and scientists of the initiative to develop and raise funding for research areas under the initiative.

·  In addition to natural targets for growth; NSF, DOE, ARPA-E, DoD, DOT, and State agencies, the Program Manager will be responsible for identifying new avenues for potential fundraising. The initiative aims to become a premier transportation energy research program with several million dollars of annual funding within 3 years.

·  Responsible for sponsor outreach and management.

·  Strategically work with current sponsors to develop robust funding for research in the initiative. This position is expected to identify new sponsors and grant opportunities and develop plans/strategies for the initiative to successfully secure them. This position must be comfortable with developing research programs in each of the wide variety of disciplinary and interdisciplinary fields covered by the initiative.

Proposal Development:

·  Secure and manage funding for research projects in sustainable transportation energy.  

·  Meet and consult with potential sponsors.

What Is Required:

·  Bachelor’s/advanced degree in a related field and/or equivalent training experience with preferably a minimum of 12 years related work experience in management of large programs and/or program management functions including the marketing of products, technology, and services.

·  Proven record of developing and securing long-term funding for research projects in sustainable transportation energy

·  Familiarity with areas such as transportation modeling, energy economics and policy, advanced technology vehicles, battery and fuel cell technology, transportation behavior, biofuels and vehicle-grid interactions.

·  Experience working with faculty and national lab scientists to develop research visions and plans

·  Ability to interface with various groups in the team, including researchers, engineers, industry partners, and funders

·  Ability to develop successful proposals (including writing some technical sections of these proposals)

·  Proven track record of raising research funding at the multi-million dollar scale

·  Excellent writing and communication skills

·  Familiarity with key funding agencies such as DOE, DOT, ARPA-E, CEC, etc.

Additional Desired Qualifications:

·  Prefer Doctorate degree in energy and resources, engineering or other energy related field.
